The purposes of this study are to set goals and general directions for regulatory reorganization in emerging industry sectors for the next three years (2021–2023), select focus areas for fostering emerging industry fields, prepare regulatory reorganization methods for each sector and a management feedback system to improve the effectiveness of the basic plan, devise strategies for cooperation among related organizations, weigh factors to consider socially, and elaborate a plan to enhance public sentiments. The study largely consisted of three stages. The first step was to analyze the status of regulatory reorganization in emerging industries, including a review of domestic and international regulatory reorganization experiences and problems, regulatory reorganization performance and limitations faced by each government, expert surveys related to regulatory reorganization, and regulatory reorganization status and implementation policies in major countries. The second step was to establish goals and strategies of the basic plan for regulatory reorganization. The trends and prospects of the 20 emerging industries in the five areas selected by the Office for Government Policy Coordination were investigated, and the vision, goals, basic directions, strategies, and focus of the basic plans for regulatory reorganization by key area were investigated and designed. In the third step, as a plan to improve the effectiveness of the basic plan for regulatory reorganization, all policy tasks and complementary policy measures were presented, and milestones for regulatory reorganization were set for each focus area.
