한국교육종단연구는 교육정책의 수립 및 집행과 성과평가를 위해 교육에 관한 종단 자료를 수집, 구축하고 이를 분석하는 연구이다. 이 연구는 교육정책의 수립·추진을 위 한 과학적 근거의 수집 및 분석에 대한 요구의 증가와 교육 개선을 위한 인과관계의 규명, 학생 및 학교의 변화·성장 추이를 이해하고 예측하기 위한 종단적 자료의 필요에 의해 시작되었다.
2005년 중학교 1학년 학생 6,908명을 패널로 구축하여 한국교육종단연구2005를 진 행하였다. 2005년 1차 조사를 시작으로 매년 추적 조사를 통해 학생들의 교육적 경험 과 성취에 대한 종단 자료, 효과적인 학교에 대한 자료, 상급학교 진학과 사회 이동에 대한 자료, 교육정책 수립 및 평가를 위한 기초 자료를 수집하였다(김성식 외, 2007; 김양분 외, 2006; 류한구 외, 2005). 2010년 6차 조사 이후 한국교육종단연구2005 패널의 대다수가 고등학교를 졸업함에 따라 초·중등교육에 관한 정보 제공의 유용성이 감소되어(김성식·김준엽·오범호, 2010), 2차 한국교육종단연구의 구축을 통해 초·중등 학생의 다양한 측면에서의 변화 추세를 조사하여 체계적인 정보를 제공할 필요가 대두 되었다. 이에 한국교육종단연구2005와 비교 연구를 통해 10여 년간의 변화 추이를 보 여줄 수 있도록 2015년도에 중학교 1학년이 되는 2013년 당시 초등학교 5학년 학생들 을 대상으로 한국교육종단연구2013을 구축하였다.
